TAILS Program Helps Dogs With Limited Adoption Potential

The TAILS program pairs shelter dogs with limited adoption potential and minimum-security inmates who give the dogs round-the-clock care and attention.

The TAILS (Transitioning Animals into Loving Situations) program is a partnership between Peninsula Humane Society & SPCA and the San Mateo Sheriff's Office. The TAILS program pairs shelter dogs with minimum-security inmates who give the dogs round-the-clock care and attention. Through the program, the inmates are given an avenue for developing skills and making their time more meaningful.

All dogs selected for the program are shelter dogs at PHS/SPCA who have presented a particular issue that has kept adopters away or is likely to lead to behavior problems down the road if ignored. PHS/SPCA trainers visit the inmates' facility once a week for eight consecutive weeks to lead an obedience class while monitoring the dogs' and handlers' progress.

Inmate with dogOutside of class, dogs live with the inmates, allowing them to reinforce class lessons. The inmates are responsible for the dogs' exercise, socialization, grooming and housetraining.

Since the TAILS program started in 2009 more than 100 dogs have graduated and been adopted into new homes. After each group of dogs graduate, another group of dogs are selected for the program. The transformations of the animals in this program are remarkable, and the inmates' work is directly responsible for TAILS dogs being placed into new, permanent homes.
